Oh, yeah. Azzie would use someone like Waingrow to do stuff he wouldn't want to have associated with him.

Hmmm...Yes. I could see Azazeal using Waingrow as a catspaw. That would be very reminicent of the "48 Laws of Power" of him. ;)
